Structural Steel and Rebar for Saudi Projects: Grades, Standards, and What to Specify
A practical guide to specifying reinforcement bars and structural steel for Saudi projects, with current ASTM grades, Saudi code context, mill documentation, and quote checks.
Rebar and structural steel are not commodity line items once they enter a structural design. Diameter, grade, governing standard, section designation, coating and documentation all affect whether the material actually matches the engineer’s design.
For Saudi procurement teams, the useful rule is simple: copy the structural requirement into the RFQ precisely, then compare suppliers against the same technical basis. A lower price on a different grade or standard is not a like-for-like offer.
Rebar grade and rebar standard are two separate decisions
ASTM A615/A615M-26 covers carbon-steel reinforcing bars and currently includes minimum yield-strength grades 420, 550 and 690 MPa. ASTM Grade 60 corresponds to 420 MPa. If a project document simply says “Grade 500,” do not assume that it is an ASTM A615 designation: confirm the exact governing standard and ductility class stated by the structural engineer.
ASTM A706/A706M-26 is a low-alloy reinforcing-bar specification with tighter controls on tensile properties and chemical composition, including limits intended to support controlled tensile behavior and enhanced weldability. It is often selected where those properties matter, including some seismic detailing, but it should not be reduced to a generic “seismic grade.” Follow the structural drawings, specifications and approved design.
Saudi code and conformity checks
The Saudi Building Code 2024 includes SBC 304 for concrete structures and SBC 306 for steel structures. Procurement should reflect the material basis used in the approved structural design rather than substituting a familiar market grade after tender.
SASO lists reinforcement steel bars among products subject to the Saudi Quality Mark. For a rebar delivery, request the conformity evidence required for the product and project, together with mill documentation that lets the engineer trace the material to the supplied heat and test results.
What to request from a rebar supplier
A useful mill test report should identify the heat or batch and state the applicable standard, grade, bar size, chemical analysis and mechanical results such as yield strength, tensile strength and elongation. Match those records to the delivered bundles and the project specification rather than checking only the nominal diameter.
Do not assign structural use from diameter alone. An 8 mm, 16 mm or 32 mm bar can serve different purposes depending on the member, reinforcement layout and design calculation. The bar schedule and structural drawings govern where each diameter is used.
Structural steel: specify the section, grade and finish together
Structural steel may be supplied as European I/H sections, universal beams or columns, angles, channels, plates, or rectangular, square and circular hollow sections. The colloquial label “H-beam” or “I-beam” is not enough for procurement. Use the exact section designation and dimensional standard shown on the structural schedule.
The line item should also state the steel grade and standard, plus surface treatment such as shop primer, paint system or hot-dip galvanizing where required. If fabrication is included, define drawings, welding requirements, inspection scope, bolt grades, tolerances and coating system rather than pricing raw steel and fabricated steel as if they were the same scope.
A quote checklist that keeps offers comparable
For rebar, state diameter, exact grade, governing standard, quantity basis, required Saudi conformity evidence, mill certificates, delivery lengths or coils where relevant, and any project-specific testing. For structural steel, add the exact section or plate designation, grade, fabrication scope, coating, inspection and delivery condition.

Is ASTM A615 Grade 60 the same as 420 MPa rebar?
Yes. ASTM A615/A615M identifies Grade 60 as 420 MPa minimum yield strength in SI units.
Can I replace A706 with A615 if the yield strength looks similar?
Not without engineering approval. A706 controls properties and chemistry differently from A615, so matching nominal strength does not make the specifications interchangeable.
What matters most when comparing structural-steel quotes?
